CALL FOR APPLICATIONS OF 09 July 2024 FOR THE SELECTION OF 800 YOUNG MEN AND WOMEN (REFUGEES, DISPLACED PERSONS, HOST COMMUNITIES) AND YOUTH GROUPS FOR TRAINING IN SOCIAL, CREATIVE OR CO-OPERATIVE ENTREPRENEURSHIP FOR THE PBF PRONEC-REAMORCE PROJECT.

Background: 
The Government of Cameroon, in an effort to contribute to the development and well-being of young people, recognising the fundamental role that young people can play in the preservation of peace, promotion of harmonious coexistence and sustainable peace, has set up, among others, the National Civic Education Programme through Moral, Civic and Entrepreneurial Rearmament “PRONEC- REAMORCE”. This programme is being implemented with the support of the United Nations Peacebuilding Fund (PBF) through a project called “Support for the implementation of the national civic education programme for the consolidation of peace, peaceful cohabitation and living together in crises-affected communities in Cameroon” (PBF-PRONEC-REAMORCE). 
The overall aim of the PBF-PRONEC-REAMORCE project is to boost the participation of young women and men from crisis-affected communities in Cameroon in peace-building by strengthening civic and citizenship education as well as entrepreneurial skills. It aims to help build peaceful relations between members of the same communities on the one hand, and between members of host communities, internally displaced persons and refugees on the other, in an environment where policies better address youth issues. The project targets 40 municipalities in the regions of Adamawa, Centre, Far-North, East, Littoral, North, South and West Cameroon. The project is being implemented in Cameroon by four United Nations agencies that are direct beneficiaries of PBF funds: the United Nations Educational, Scientific and Cultural Organisation (UNESCO); the International Labour Organisation (ILO); the United Nations Population Fund (UNFPA) and the United Nations Women’s Organisation (UNWOMEN). 
The ILO, which is primarily responsible for implementing outcome 2 of the project, i.e. “Sustainable peace and community living are promoted by strengthening the technical and entrepreneurial skills of young women and men, including vulnerable people”, is working in partnership with the Cameroon National Youth Council (CNYC), the umbrella body for youth associations and movements in Cameroon, to “select 800 young men and women (refugees, displaced persons, host communities) for training in social, creative or cooperative entrepreneurship to promote peace initiatives”. Hence this call for applications. At the end of the selection and training process, the ILO will support around 150 young people whose projects are deemed relevant to peace-building in their localities. 
Eligibility criteria
Natural persons
Be a young person aged between 15 and 35 years, or a duly legalised youth associationResiding in one of the beneficiary municipalitiesBe the bearer of a project promoting harmonious living together in the sector or one of the sectors selected for the region or municipalityBe able to read and write and make simple calculationsBe a vulnerable young person, refugee, displaced person or member of the host community.. PageGroups (Associations, cooperatives, ….)
Be a legalised groupHav a verifiable head office in one of the municipalities hosting the ProjectBe led by a young man or womanHave more than one young memberHave a project that promotes harmonious living together in the sector or one of the sectors selected for the region or municipalityDemonstrate that the group operates smoothly. N/B Applications from young women and groups are strongly encouraged. 
Geographic and sector-based targeting 
Application form:
Natural persons
A duly-filled application form (model attached), to be obtained from the Subdivisional Youth Affairs Delegation or the National Youth Council in the municipality concerned; – A photocopy of the birth certificateA photocopy of the national identity cardA photocopy of the certificate of registration with the National Youth ObservatoryA photocopy of the Biometric Youth Card or its receiptA photocopy of the highest diploma/attestation of apprenticeship if possibleA letter of recommendation signed by a member of the community of exemplary characterA certificate of residenceAny additional relevant document attesting to the applicant’s entrepreneurial experience (certificate, attestation, projects set up and/or financed, etc.)NB: In the case of a young refugee, please consider the following specificities, the rest remaining unchanged
The photocopy of the refugee card will take the place of the photocopy of the birth certificate and the photocopy of the national identity cardThe letter of recommendation must be signed by a UNHCR officialGroups (Associations, cooperatives…..) 
A duly completed application form (model attached), to be obtained from the Subdivisional Youth Affairs Delegation or the National Youth Council in the municipality concernedDocument proving the legal existence of the groupProvide information on the address of the head office (P.O Box, phone, e-mail, website if possible) and on the first person in charge (full name, title, phone, e-mail)Recent activity reports and financial statements of the groupA letter of recommendation signed by a member of the community of exemplary characterAny additional relevant document attesting to the group’s entrepreneurial experience (certificate, attestation, projects set up and/or financed, etc.)Submission of applications 
Completed application files must be submitted in sealed envelopes to the Municipal Executive Offices of the National Youth Council and the Subdivisional Delegations of Youth Affairs and Civic Education (DAJEC) no later than 26 July 2024 at 3:00 p.m. Sealed envelopes containing application files should bear the words: CALL FOR APPLICATIONS FOR THE SELECTION OF 800 YOUNG MEN AND WOMEN (REFUGEES, DISPLACED PERSONS, HOST COMMUNITIES) AND YOUTH GROUPS FOR TRAINING IN SOCIAL, CREATIVE OR COOPERATIVE ENTREPRENEURSHIP (BIT, UN WOMEN)
Evaluation criteria 
Application files will be assessed on:
the relevance of the project or project idea, – the contribution to promoting peace and harmonious coexistencethe potential for job creation and contribution to local developmentthe innovative nature of the project. For full job description and requirements PDF
