Job Title: MEAL Manager (Monitoring, Evaluation, Accountability,
Learning Manager)

Availability: June 2024
Main objective and tasks
implementation of MEAL processes, activities, and tools in the Mission
throughout the project cycle and in line with MEAL plans, to ensure the
quality and relevance of the intervention.
Work closely with the Head of
Mission and Protection Coordinator to ensure accountability and complaint
management at the Mission, as well as to foster a culture of learning and
knowledge management together with the Programme Coordinator.
Monitoring and evaluation
Develop and review in collaboration with the Head of Mission, the
mission’s MEAL strategy, in line with INTERSOS standards.
Assist the Head of Mission in integrating the MEAL component into the
country strategy, including programmatic results, indicators, and
recommendations for strategic directions.
Provide technical and methodological support to programmes for the
implementation of monitoring and evaluation activities, data management
(development of questionnaires for surveys, sampling, data entry
methodology, extraction of relevant data and interpretation) and
integration of cross-cutting issues.
Provide relevant inputs to the development of indicators and means of
measurement in the design and planning phases of the project proposal
(logical framework, definition of indicators, MEAL, and accountability
plans) ensuring that the MEAL is an integral part of the project life
cycle and that resources are included in the development of the
proposal.
Participate in the development, updating and implementation of
participatory evaluation and monitoring tools and processes. Facilitate
the collection of accurate data and effective reporting of monitoring
information in accordance with agreed objectives, ensuring
accountability to donors, groups, and beneficiaries.
Follow up with the MEAL Officers on the timely implementation of surveys
(PDM and other surveys/exercises, etc.) in the field, in accordance with
MEAL plans.
Propose evidence-based adjustments or new activities to improve the
quality of operations or approaches used by teams in consultation with
concerned coordinators.
provide the data necessary for compilation of the Project Performance
Tools (PATs) to the project Managers/Project Activity Managers on a
monthly basis.
Contribute to the development of terms of reference for evaluations and
external studies, and lead MEAL teams in conducting internal evaluation
exercises, as required and in collaboration with program teams.
Promote all aspects of the MEAL sector to support the creation of an
organizational culture, promote quality programming, and ensure that the
MEAL system is understood and supported at the mission level. Respect
and promote INTERSOS policies and report to the Head of Mission any
non-compliance with policies within teams or partners.
Train MEAL staff in the proper use of monitoring tools and support them
in data analysis.
Participate in regular meetings with the program team to monitor program
implementation and adapt MEAL activities accordingly.
Conduct regular technical field support visits to project sites to
assist MEAL Officers and project teams in monitoring ongoing programmes.
Ensure that software and hardware versions of MEAL tools and files are
properly archived, secure, and easily accessible, in accordance with
mission and at large INTERSOS’ MEAL standard and procedures.
Support MEAL Officers in formulating recommendations to improve
activities and on the follow-up of recommendations.
Develop learning tools and promote workshops and learning exercises with
MEAL and programs teams with the support of the MEAL Advisor at the HQ.
Data Management:
Review and approve the project database produced by the MEAL Officers at
the beginning of each project.
Support the programme team in the development of data collection tools,
as required, as well as in the collection of data and systematic
analysis for projects.
Develop and improve dashboards at the request of the head of Mission and
Programme Team.
Ensure regular updating of indicators in the project database and report
on project indicators to clusters and other relevant stakeholders as
appropriate in agreement with the Head of Mission.
Feedback and Complaint Response Mechanism (CFRM)
In collaboration with the Head of Mission and Protection Coordinator,
ensure the strengthening and development of quality MEAL activities and
effective and sustainable accountability mechanisms, including a
complaint and feedback mechanism for beneficiaries, stakeholders, and
donors.
In coordination with the Head of Mission and the Internal Auditor at HQ,
develop, refine, monitor, systematically analyze and provide feedback on
the Mission’s Feedback and Complaint Response Mechanism (CFRM).
Ensure cross-cutting themes (gender, vulnerable groups, data protection,
etc.) across MEAL’s activities and that community engagement is done in
an appropriate and respectful manner, managing expectations, and
providing transparent and client focused service.
In collaboration with other MEAL staff, ensure that staff receive
regular AAP and CFRM training available.
Assist in the investigation of complaints by producing all relevant
investigation documents, as required.
Reporting
Provide regular reports on the progress of MEAL activities. Prepare and
submit quality reports ensuring that they are highly accurate, complete,
and well documented.
Support and review reports prepared by MEAL Officers by making
recommendations to improve activities, and follow-up on recommendations.
Provide written reports to the Programme Coordinator, Head of Mission
and concerned staff on field visits.
Support the Programme Coordinator and the technical coordinators in the
production of high-quality analytical reports to illustrate the impact
of INTERSOS, including evidence of good practice and replicable
programmes, and ensure that they are communicated appropriately.
Personnel Management
Plan and supervise, in close coordination with the HR department, the
associated processes (recruitment, training/onboarding, assessment,
potential detection, development and communication) of the staff under
his/her responsibility to ensure both the sizing and the amount of
knowledge required and to improve the capabilities of the staff.
Hold weekly meetings with, manage, monitor, and support MEAL staff.
Identify the training needs of staff under his/her direct direction.
Promote the use of learning systems and events in coordination with
different departments and SMTs.
Train MEAL program officers or other program staff on the MEAL program’s
system, activities, and tools. Train the program team on MEAL
activities, if necessary.
Ensure monthly planning of the MEAL team and report on progress to the
Programme Coordinator and Head of Mission.
Others
Representation: Represent INTERSOS in technical coordination
meetings organized by external stakeholders (clusters, other platforms,
etc.), and report to the Head of Mission and the SMT on the most
relevant issues.
Educational and professional experience required
Essential degree in Statistics, Information Management, Social Sciences,
Demography, Social Studies, or any related field
Technical and behavioral competencies required
Work Experience:
Minimum of two years of experience in MEAL
Experiment Previous desirable with some NGO in some country in
development or emergency situations.
COMPETENCIES:

Experience in implementing MEAL systems.
Experience in developing and conducting quantitative and qualitative
surveys. • Expertise in information management systems (knowledge and
previous experience in the use of data collection, data management tools
and statistical analysis) and good computer skills.
Experience in implementing recipient complaint and feedback mechanisms
is desirable.
