In Cameroon, 38% of the children are not registered a birth and thus deprived of a legal identity.
The right to a legal existence is the first right for every human being and is concretely embodied by the birth certificate, which establishes the child’s name and affiliation. Birth registration provides an important layer of protection for a child, which marks acknowledgment of a child’s existence and identity. Enshrined in the Convention on the Rights of the Child (Articles 7 and 8), and the African Charter on the Rights and Welfare of the Child (Article 6), the right to be recognized as a person before the law is a critical step in ensuring lifelong protection and may be a prerequisite for children’s ability to claim other rights
How can you make a difference?
The purpose of this assignment is the production of advocacy and communication assets to document the new activities set up by municipalities, schools, and governments and update these assets on the dedicated webpage and social media.
Education
The consultant will travel in all the 10th Regions of Cameroon under the guidance of the Child Protection team to document (in English and French) through video, interviews, articles, human interest stories, and case studies, the activities led at the local level to increase the registration capacities through vaccination and education, in alignment with the “Charter of the Mayors” where the 374 mayors of Cameroon engage to increase birth registration through:
Interoperability with health: registration spots in health facilities, outreach via community health workers, and immunization in routine or campaigns.Interoperability with education: registration of children in Primary schools before the end of Primary exams.
An advanced university degree (master’s or higher) in Communication, advocacy, partnership, and Youth engagement.A Minimum of five years of work experience A solid experience in communication and digital assets and toolsA strong capacity to make interviews and videosStrong writing skills in English and FrenchTo apply the consultant must submit the technical proposal form attached to this requisition including the following:

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
